Since the 1992 Rio Earth Summit, more than 155 countries have signed the Framework Convention on Climate Change (UNFCCC), under which industrialized countries pledge to reduce greenhouse gas emissions by implementing necessary policies and measures. Consequently, all countries made it their national energy policies to improve energy efficiency, enhance energy conservation and promote renewable energy as part of a no-regrets approach to climate change.Therefore, to mitigate greenhouse gas emissions, the first national energy conference was held in May 1998 where topics such as the "Framework Convention on Climate Change, trends and coping strategies" were covered to help the government in formulating energy policies that achieve a balance between economic development, energy supply and environmental protection. The national emission reduction timetable and energy conservation targets were also specified during the conference.To make the public understand the importance of energy efficiency and carbon dioxide emissions reduction and thus take responding actions in daily life, EPA launched the campaign of the " The Ten-Step Declaration on Energy Conservation and Carbon Reduction " in August 2008. The campaign includes inviting the public to sign up to the Pledge online and encourage them to set up personal blogs on carbon reduction. This year, in order to call for more to join so as to make carbon reduction a mass movement, EPA hosts a project of execute the promotions, subscription actions, prizes prepare and lucky draw actions for " The Ten-Step Declaration on Energy Conservation and Carbon Reduction " with 5841 prizes worth over NT 5.5 million dollars. By means of lucky draw, marketing promotion, and lively interaction through creative and active participation, it aims to urge people across the country to respond to the campaign which, on one hand, educates the public the importance of energy efficiency and carbon emissions reduction, while on the other hand, implements an environment movement that makes energy conservation a part of everyone's lives.Four periodic lucky draws were conducted during the event. In addition to some 185,263 lucky draw participants, the campaign successfully attracted 527,901 visitors to the "Ten No-Regrets Actions on Energy Efficiency and Carbon Dioxide Emissions Reduction Pledge" website. As a result, public awareness of carbon reduction is boosted, and effect of energy conservation will be enlarged through practice of local institutes, schools, enterprises, communities and eventually everyone of the country.
